Any candidate can "talk green" during a campaign.  Dan Besse has a long proven record of real work and accomplishment for North Carolina's clean air and water, green land, and public health.


Public Service

  • City Council Member, City of Winston-Salem, 2001—present.  (During Dan’s tenure, he has helped the city adopt its greenways plan, clean air action strategies, “big box” development rules, bicycle plan, parks and open space plan, and fuel efficiency/clean vehicle policies.)
  • N.C. Climate Action Plan Advisory Group, 2006—present.  (Dan is actively working with our state's efforts to address global warming.)
  • Piedmont Triad Early Action Compact, Chair, Stakeholders Group, 2003—present.  (The Piedmont Triad EAC has adopted one of the strongest sets of clean air strategies of any EAC in the nation, and is well on track to meeting its clean air goals.)
  • Transportation Advisory Committee, 2002—present.  While representing Winston-Salem on its urban area TAC, Dan promotes the development of cleaner transportation alternatives (public transit via bus and rail, bicycling facilities, sidewalks, and greenways).
  • National League of Cities:  Energy, Environment, and Natural Resources Policy and Advocacy Committee—North Carolina representative, 2005—present.
  • N.C. Environmental Management Commission, 1993—2005.  (On the EMC, Dan led successful efforts to create and defend the strongest state wetlands conservation policies in the Southeast, as well as other strong policies for cleaner air and water.)
  • N.C. Sedimentation Control Commission, 1994—2002.  (On the SCC, Dan worked successfully for tougher penalty rules for sedimentation control violations.)
  • N.C. Coastal Resources Commission, 1985—1993  (Chair, 1985—90).  (On the CRC, Dan led the fight to maintain state beach-protection laws, and improve protections for estuarine waters and shores.)
  • N.C. Emergency Response Commission, 1987—92.  (On the ERC, Dan worked to improve public access to information on hazardous materials stored and used in our communities.)
  • Guilford County Advisory Board for Environmental Quality, 1982—84.


Professional Experience

  • Attorney, staff member, and consultant for citizen conservation groups since 1978. (Clients have included Conservation Council of North Carolina, North Carolina Coastal Federation, N.C. Public Interest Research Group, and Piedmont Conservation Voters.)
  • Teacher on environmental law and policy at the college and university level. (Dan has taught courses on this topic at N.C. State University, Guilford College, and Duke University. He has also taught other political science courses at Winston-Salem State University and Forsyth Technical Community College.)
  • North Carolina Bar Association, Environmental and Natural Resources Law Section, Section Council member:  1987--91, 2003—2005.



Political Experience

  • N.C. Democratic Party Study Commission on the Environment:  Chair, 2005—2006.
  • N.C. Democratic Party State Executive Committee, 1995—present.
  • Volunteer for Democratic candidates statewide and in districts across North Carolina.
  • Democratic Nominee for N.C. House, District 39:  1998.
  • Piedmont Conservation Voters:  Co-organizer; attorney.
  • N.C. State Parks Bond Referendum Committee:  Chair, 1993.
  • N.C. League of Conservation Voters:  Co-organizer, 1981; member, board of directors, during 1980’s and 1990’s.
